James Roxson Blount, affectionately known as Rocky, was born October 29, 1981, to Joyce James Blount and the late Roxson Perry Blount Jr.  He departed this life on Sunday, June 21, 2026.

Rocky attended school in Chesapeake, VA graduating from Great Bridge High School.  After high school, he attended Norfolk State University where he earned a Business Administration degree with honors.  Rocky was a continuous learner who enjoyed reading, journaling, and research.

In addition, Rocky was employed at the Norfolk Assembly Ford Plant until it closed.  His favorite pastimes included watching football and cheering for his favorite team, the Pittsburg Steelers, eating Caribbean food, taking pictures with his daughter, and participating in his many adventures with his cousins including summer visits, hanging out, weddings, road trips, and vacations.  Rocky was a constant at holiday and family celebrations, especially on Christmas Eve and Christmas.  Many admired his fashion forward style which was on trend.  He attended New Weeping Mary Baptist Church and Calvary Revival.
